Two industrialists appointed as members of State Advisory Committee of Meghalaya State Electricity Regulatory Commission

Out of the eleven-member team of the State Advisory Committee constituted by the Meghalaya State Electricity Regulatory Commission (MSERC), two are industrialists holding top positions in their respective companies, while two hail from technical educational fields. The State Advisory Committee was notified by the MSERC via Notification No. MSERC/SAC/2024/Part-I/270 dated 26th November, 2024, for a period of one year, effective from 1st February, 2025, till 31st January, 2026, as per the provisions of Section 87 of the Electricity Act, 2003 (36 of 2003).
According to the notification, the position of Chairman (Ex-Officio) will be held by the Chairman, Meghalaya State Electricity Regulatory Commission, while the Member (Law), Meghalaya State Electricity Regulatory Commission, will serve as the Member (Ex-Officio). The Secretary of the Meghalaya State Electricity Regulatory Commission will act as the Convener of the Committee. The Ex-Officio Members include the Principal Secretary or Commissioner and Secretary of Food, Civil Supplies and Consumer Affairs, Government of Meghalaya; the Chairman-cum-Managing Director of Meghalaya Energy Corporation Limited; the Director of Commerce and Industries, Government of Meghalaya; and Ronald Rikman Sangma, Circular Road, Tura Bazar, Tura-794001, West Garo Hills District, Meghalaya.

The two members with technical education backgrounds are Prof. Nalini Prava Tripathi, Professor and Dean, Alumni, Indian Institute of Management, Umsawli, Shillong, and Dr. Shaik Affijulla, Associate Professor and Head of Department, Department of Electrical Engineering, NIT Meghalaya. Additionally, the MSERC has notified Gaurav Maheshwari, Assistant Vice President – Regulatory Affairs, Indian Energy Exchange, Plot No. C001/A/1, 9th Floor, Max Towers Sector, 16B, Noida, UP, as one of the members.
The two industrialists in the State Advisory Committee are Shyam Sunder Agrawal, Chairman and Managing Director, Pioneer Carbide Private Limited, Byrnihat, Ri-Bhoi District, Meghalaya, and Pawan Joshi, Finance Secretary, M/s Green Valley Cements Limited (Max Cement), Nongsning, PO – Lumshnong, East Jaintia Hills District.

According to the notification, the objective of the State Advisory Committee is to advise the Commission on major questions of policy, matters relating to the quality, continuity, and extent of service provided by the licensees, compliance by licensees with the conditions and requirements of their license, protection of consumer interest, electricity supply, and overall standards of performance by utilities, along with matters that the Commission may refer specifically.
