    The Jaintia National Council (JNC) Western Zone on Wednesday requested the intervention of the JHADC chief Thombor Shiwat to address the issue of banking institutions’ refusal to recognize land documents issued by the council.

    According to the memorandum submitted to Shiwat, the problem has caused significant difficulties for landowners and settlers in the district.

    The organization pointed out that the JHADC, authorized by the Sixth Schedule of the Constitution of India, provides essential documents such as Land Holding Certificates (L.H.C.), Patta, No Objection Certificates (NOCs), and Non-Encumbrance Certificates.

    However, banking institutions have increasingly hesitated to accept these documents, which undermines the JHADC’s authority and complicates the process for landowners seeking loans.

    “The consequences of this non-recognition are severe, including challenges in obtaining loans and the financial burden of registering lands with the Registrar/Registering Officer. This situation not only questions the legitimacy of the District Council but also places L.H.C. holders in a precarious position, as they face significant obstacles when their only proof of land ownership is JHADC-issued documentation,” the JNC said in a statement.

    The JNC has requested the CEM’s office to take swift action to resolve this matter.

    “(We) urge the office to direct Banking Institutions to recognize and accept land documents issued by the JHADC and consider issuing a separate certificate to facilitate easier recognition.”

     Furthermore, the JNC insists that any banking institution that attempts to undermine the documents issued by the JHADC should be ready to face consequences.

    Meanwhile in response, the CEM has assured the organization to take up the issue on a priority basis.
