    JOWAI: In an effort to ensure quick and efficient disposal of cases, Jaintia Hills Autonomous District Council (JHADC) Chief Executive Member Thombor Shiwat informed that the Council will soon constitute the Additional District Council Court to be headed by an Additional Judge.

    This Court will be constituted as per Rule 33 of the Jaintia Hills Autonomous District (Administration of Justice) Rules, 2016, which was assented by the Governor of Meghalaya on 15th January, 2019, Shiwat said while placing the budget this afternoon.

    Stating that the enactment of the Jaintia Hills Autonomous District (Administration of Justice) Rules, 2016 is a significant development in the council’s judicial system, Shiwat said that under these Rules, the litigants who are aggrieved with the order of Village Court can appeal directly to the Judge, District Council Court. This will not only minimise the expenditure of litigants but will also save the valuable time of judiciary and cases will be closed in a short span of time, he added.Informing on the legislation enacted by the Council during the Current Financial Year, the Chief Executive Member informed that the Jaintia Hills Autonomous District Council Members (Salaries and Allowances) (Seventh Amendment) Act, 2018 received the assent of Governor on 4th December, 2018 while the Jaintia Hills Autonomous District Council Chairman’s and Executive Committee Members (Salaries and Allowances) (Sixth Amendment) Act, 2018 received the assent of Governor on 10th December, 2018.

    He further apprised that the Jaintia Hills Autonomous District (Court Fees) (First Amendment) Rules, 2018 was submitted for prior approval of the Governor on 13rd November, 2018 while the Jaintia Hills Autonomous District (Election and Tenure of the office of Sirdar of Sumer Elaka) Rules, 2018 was published in the Gazette of Meghalaya ( Extra-ordinary)) Part-II A No. 418 dated 10.12.2018. The Jaintia Hills Autonomous District Member Pension Bill, 2018 is however yet to receive the assent of the Governor, he added.

    Shiwat said that they are considering of enacting the Jaintia Hills Autonomous District Land and Revenue Regulation Bill, the Constitution of Jaintia Hills Autonomous District Council amendment Bill, the Jaintia Hills Autonomous District Election of Dolloi and Waheh-Shnong Rules, the Jaintia Hills Autonomous District suspension and remowal of Dolloi and Waheh-Shnongs. He further informed that Revision of the Jaintia Hills Autonomous District Service Rules, the Jaintia Hills Autonomous District Forest Policy, the Jaintia Hills Autonomous District Forest Rules and the Jaintia Hills Autonomous District Village and Town Administration (First Amendment) Act.
