CAG: Meghalaya yet to clear over 1,060 UCs worth Rs 7,460 Cr

The Meghalaya Government had 1060 outstanding utilization certificates (UCs) amounting to Rs 7,460.84 crore due for the period up to March 31, 2024.
Of these, Rs 2,624.91 crore pertaining to 327 outstanding UCs were cleared, revealed the comptroller and auditor general of India (CAG) in its report on finance accounts 2023-24.
The position of outstanding UCs as on March 31, 2024 is that there are 733 outstanding UCs amounting to Rs 4,835.93 of which up to 2022-23, there were 333 UCs outstanding amounting to Rs 2,261.91 and 2023-24, there are 400 amounting to Rs 2,574.02, it said while adding that the number of UCs submitted before due date of submission is 122 amounting to Rs 424.77 crore during 2023-24.
Among the Outstanding UCs, 96 UCs involving Rs 1,921.54 crore relating to centrally sponsored schemes (CSS).
In terms of Rule 515 of the Meghalaya financial Rules, 1981, Utilization Certificates (UCs) in respect of constitutional Grants-in-Aid and/or as required by the sanction received by the grantee should be furnished by the grantee to the authority that sanctioned it within a reasonable time (one year from the date of issue of the letter sanctioning the grant, if no time – limit has been fixed by the sanctioning authority or before applying for further grant on the object, whichever is earlier).
To the extent of non submission of UCs, there is a risk that the amount shown in finance accounts may not have reached the beneficiaries, the CAG had stated.
