‘Surakhya’ launched to boost ESI access for 13 lakh workers across Assam

Aiming to strengthen social security for workers across Assam, the Labour Welfare Department of Assam and Piramal Swasthya have jointly launched ‘Xurakhya’, a transformative initiative set to benefit over 13 lakh insured persons (IPs) and their families under the Employees’ State Insurance (ESI) scheme over the next three years.
Launched at a formal ceremony in Guwahati, the initiative focuses on improving awareness, accessibility, and delivery of ESI benefits, especially for underserved and last-mile populations.
Speaking at the launch, B. Kalyan Chakravarthy, Additional Chief Secretary, Labour Welfare Department, called XURAKHYA a bold step toward inclusive governance: “XURAKHYA will serve as a one-stop support system for insured persons. With digital tools, community engagement, and collaborative action, we’re building a stronger, more inclusive social safety net.”
The program is anchored on four key pillars of digital governance: leveraging tech tools for seamless access to services, upgrading infrastructure boosting awareness encouraging service utilization and elevating the user experience and care delivery.
Five core interventions form the backbone of Xurakhya – setting up an Integrated Care Coordination Centre for centralized service access, upgrading the AAA+ platform into a full-fledged digital health solution, converging PM-JAY and ESI schemes for integrated coverage, developing a cadre of certified Master Trainers to lead digital adoption in ESI facilities and activating community-level outreach through trained ‘ESI Mitras’.
The launch was attended by several key officials Kamaljit Talukdar, Deputy CEO; Robert Liansiam Guite, Regional Director, ESIC; Dr. Jogendra Narayan Goswami, AMO, ESIS; Abhijit Baruah, Secretary, Labour Welfare Department; and Anamika Tewari, Labour Commissioner.
All stakeholders reaffirmed their shared vision of creating a responsive, tech-enabled, and equitable social security ecosystem for Assam’s workforce.
