    MDC from Laban Mawprem Ricky Shullai on Friday sought the intervention of the Khasi Hills Autonomous District Council (KHADC) chief S Rynjah into the alleged government’s decisin to directly implement schemes under the 15th Finance Commission through the Shillong Municipal Board. 

    Shullai told reporters that the SMB’s tender notice dated August 27, 2025, invites contractors for works that fall directly under MDC constituencies such as Jaiaw-Mawprem, Mawkhar-Pynthorumkhrah, Laban-Mawprem, and Laitumkhrah-Malki, undermining the authority of the KHADC and weakening the role of MDCs. 

    According to him, schemes meant for MDC constituencies have traditionally been implemented through the KHADC in coordination with the respective MDCs.

    Shullai argued that the government’s action undermines the powers of the KHADC, which derives its authority from the Sixth Schedule of the Constitution of India. 

    He expressed concerns that this move sets a dangerous precedent, allowing schemes meant for the people of the district to be diverted or implemented by outside agencies without involving the Council.

    “As the elected MDC of 15 Laban Mawprem Constituency, I strongly object to this development. I have formally taken up the matter with the Chief Executive Member (CEM) of KHADC to demand immediate intervention and clarification from the government,” Shullai said.

    “I assure the people of my constituency and the wider public that I will continue to defend the powers and relevance of our District Council and ensure that schemes meant for our people are not hijacked or diverted,” he added.
