    East Khasi Hills District Magistrate, Isawanda Laloo has imposed Section 144 Criminal Procedure Code as to ensure free and fair by election in the district.

    The District Magistrate in her order said that it is necessary to take preventive action to ensure peaceful conduct of By-Elections to the 13 Mawryngkneng (ST) and 24-Mawphlang (ST) by implementing the code of conduct and prevention of defacement of public and private properties by all contesting candidates or the Political Parties in the district.

    The bye elections to the there Assembly seats – Mawryngkneng, Mawphlang and Rajabala – slated to be held on October 30.

    According to the order, the district magistrate prohibited wall writing, pasting of posters/papers or defacement in any other form, or erecting/displaying of cut-outs, hoardings, banners etc. shall be permitted on any public property/public premises.

    The order prohibited Political Parties or Candidates to put up banners on all roads/thoroughfares. 

    No wall writing, pasting of posters/papers or defacement in any other form, or erecting/ displaying of cut-outs, hoardings, banners etc. shall be permitted on any private property, private walls without written permission from the house-owners and final approval from the office of the District Electoral Officer.

    No Election meeting would be allowed without taking permission from the Office of the District Electoral Officer and subsequently local headmen regarding the venue of the meeting.

    No. P.A. System will be allowed to be used between 10:00 PM to 6:00 AM.

    In case of P.A System/Loud speakers which are used without permission, the same would be seized immediately by the local authorities.

    No rallies and procession will be allowed.

    This order will extend throughout the East Khasi Hills District. The order come into force with immediate effect till the Election process is over.
