East Khasi Hills district police chief Sylvester Nongtnger on Friday said, “In order to uphold the direction of the Supreme Court, the Shillong Traffic Police (STP) has been conducting vigorous checking against the use of black films and thus, detected 1,788 cases realising fine amount of Rs 13,35,000 with effect from July 1 to September 6.”

“Furthermore, the black films of such detected vehicles were removed following the fine imposed upon them,” he said while speaking to reporters here.

Asked, the SP said that of the 1788 vehicles detected, 30 were government vehicles.

According to him, the Supreme Court of India vide judgment on a writ petition has prohibited the use of black films of any percentage Visual Light Transmission (VLT) on the safety glasses, windscreens (front and rear) and side glasses.

“In light of the above, the STP appeal to all vehicle owners to refrain from using the black films on the safety glasses, windscreens and side glasses of their vehicle and if so, to kindly remove the same,” the SP said. He said that the drive against the use of black films including other MV Act violation shall continue and stringent action will be taken against violators.

Further, the SP clarified that as per direction, only one vehicle of a minister or MLA is allowed to use black films.

He said a committee is already in place to consider the cases for grant of exemption on the use of films on the glasses of vehicles. The said committee was notified on May 21, 2012.
