    The Meghalaya Health and Family Welfare Department has directed all government doctors and medical practitioners in the State for immediate Cessation of the Two Finger Test on survivors of sexual assaults.

    The directive is issued in the official circular issued vide no.Health 313/2022/Pt/9 Dated Shillong the 27th June, 2024.

    The circular informed that adherence to the directive is mandatory for all Government medical personnel.

    The Department warned that any Doctor found conducting the test will be held guilty of misconduct and strict disciplinary action will be initiated in accordance with the Meghalaya Discipline and Appeal Rules, 2019.

    “This may include suspension, imposition of minor or major penalties, and other legal actions as deemed appropriate,” the Circular said.

    The Circular asserted that the Government is committed to upholding the rights and dignity of all individuals and ensuring that survivors of sexual assault receive appropriate and respectful medical care.

    The Department informed that all Government Doctors must familiarize themselves with and adhere to the “Guidelines and Protocols for Medico-legal care for survivors/victims of sexual violence, 2014” issued by the Ministry of Health & Family Welfare, Government of India.

    The Circular emphasized that survivors of sexual assault must receive compassionate, respectful, and sensitive care, including psychological support and counseling services.

    Notably, the Supreme Court of India and the Ministry of Health and Family Welfare have prohibited the practice of conducting the Two Finger Test (TFT) on survivors of sexual assault.

    The practice is scientifically baseless, traumatizing, and violates the survivor’s dignity and rights.
