    Leader of the Opposition Mukul Sangma strongly criticised the Meghalaya Democratic Alliance (MDA) government during a public rally in Purakhasia on Tuesday, demanding urgent action to resolve the ongoing crisis at the Garo Hills Autonomous District Council (GHADC).

    Addressing hundreds of residents, including Nokmas, NGO leaders, senior citizens, and youth, Sangma criticised Chief Minister Conrad Sangma’s claim that the state has no responsibility for the 43 months of pending salaries of GHADC employees. Citing Article 275 of the Constitution, he reminded the public that the law mandates financial assistance to strengthen Scheduled Areas inhabited by Scheduled Tribes. He recalled that during his tenure as Chief Minister in 2015-16, his government had secured Rs 100.71 crore in special assistance, specifically for the GHADC, with separate allocations made for KHADC and JHADC.

    He highlighted that the present government has failed to obtain further funding, largely due to the non-submission of utilisation certificates to the Union Government. Sangma called for fast-tracking of the pending Lokayukta case on alleged mismanagement and corruption related to the funds, underlining the need for accountability to ensure fresh support for the GHADC.

    Sangma also emphasised the State Finance Commission Act 2012, which was passed during his tenure but has not been implemented. He said proper implementation would allow the councils to receive funds from the Consolidated Fund of India, strengthening the GHADC.

    On the Tripartite Agreed Text Settlement with ANVC and ANVC-B, Sangma expressed concern over its non-implementation, questioning the government’s seriousness in honoring commitments. He also warned of historical lessons, such as the 1993 takeover of primary schools from District Councils, that suggest the risk of progressive weakening of autonomous bodies.

    Addressing the Tura Medical College issue, Sangma criticised the government’s plan to adopt a Public-Private Partnership (PPP) model. He argued that a government-run institution is crucial for affordable healthcare and employment opportunities, noting that central funding is already available for such projects.
