    Governor Tathagata Roy has returned the Meghalaya Residents Safety and Security (Amendment) Ordinance, 2019 which seeks to make registration mandatory for outsiders who are visting the state.

    Sources on Thursday informed that the Governor had returned the ordinance along with queries for the state government to reply.

    Earlier at the sidelines of a function, Governor told reporters that it is not correct to say that he has not given his assent on the ordinance to amend the MRSSA passed by the cabinet.

    Roy said that he has pointed out certain problems on implementing the MRSSA as there are clashes with other central laws and therefore problems in implementing them.

    Asked as to what would be the point of having and Act without the rules, the Governor said an Act cannot be put into action without the statutory rules and those statutory rules needs to be put in place.
