  • KHADC chief reiterates demand for implementation of ILP system

    SHILLONG: KHADC chief Hisprechering Son Shylla on Friday reiterated the need to immediately implement the Inner Line Permit (ILP) system to check influx and illegal immigration into the state.

    “I understand that the Citizenship Amendment Bill relates to religious sentiments but here in our state we need ILP to protect the microscopic indigenous population from inter-state influx,” Shylla told reporters here.

    Asked, Shylla said since his taking over as chief executive member seven months ago, the Council was able to pass various important Bills which include the Khasi Social Custom of Lineage Bill to prevent mixed marriage among tribal women.

    “There is a need to speed up the passage of this Bill in view that we have a population of only 15 lakhs,” he said while lamenting the comment made by the UDP leader Bindo M Lanong that the Bill still needs to be discussed.

    Meanwhile, the outgoing CEM informed that the Council has filed writ petition to challenge the state government’s stand on the ILP Bill before the Supreme Court on Thursday.

    “We will now wait for the decision of Apex court on the matter,” he said.

    It may be mentioned here that the District Council Affairs (DCA) department in its letter on February 4, had declared that the KHAD (As adapted from the Bengal Eastern Frontier Regulation, 1873) Regulation, 2018 passed by the District Council on October 26, 2019 was “outside the legislative competency of District Council” as it does not fall under any of the law making powers as provided under the Sixth Schedule to the Constitution of India.”
