Dr Simons encourages MCS officers to engage deeply with legislative procedures

Assembly’s Commissioner & Secretary Dr Andrew Simons on Thursday delivered a key lecture to the newly inducted Meghalaya Civil Service (MCS) Officers, Batch of 2025, during their Induction Training Programme at the Meghalaya Administrative Training Institute (MATI), Mawdiangdiang, Shillong.
His session focused on the legislative process in Parliament and aimed to familiarize the officers with the intricacies of law-making and the important role they will play in supporting the Assembly. Dr. Simons encouraged the officers to engage deeply with legislative procedures, underlining their significance in a democratic setup.
The training programme at MATI is structured to equip the officers with comprehensive knowledge across administration, governance, and public service, ensuring they are well-prepared to meet the demands of public administration.
Following the lecture, the MCS Trainee Officers paid a courtesy visit to the Hon’ble Speaker of the Meghalaya Legislative Assembly, Thomas A. Sangma, at his chamber in the Assembly Secretariat, Shillong. The Speaker warmly welcomed the officers, presented each with a personalized letter of appreciation, and shared words of encouragement. The interactive session allowed the trainees to seek guidance and clarify their queries on legislative and administrative matters.
In addition to classroom sessions, the 35 MCS Trainee Officers have recently undertaken field visits to various districts across Meghalaya. These exposure visits provided them with firsthand insights into district-level administration and grassroots governance, bridging theory with practical experience.
The ongoing induction programme is part of the government’s continued commitment to cultivating a capable and well-informed civil service dedicated to effective and responsive governance.
Dr Simons also dwelt on various legislative practices and procedures, relationship of officers with elected representatives, etc.
