    Two newly constructed Community & Rural Development (C&RD) Block Offices at Bhoirymbong and Umling in Ri-Bhoi District were inaugurated on Thursday, marking a significant step toward strengthening grassroots governance and improving public service delivery in rural Meghalaya.

    In the morning, the Bhoirymbong C&RD Block Complex was inaugurated by Colbert Shadap, a veteran of the Indo-Pakistan Wars of 1965 and 1971. Built at a cost of Rs 4.5 crore, the modern facility spans 1,930 square metres. The inauguration was held in the presence of Chief Minister Conrad K Sangma, Community & Rural Development Minister A.T. Mondal, Umroi MLA Damanbhaï Lamare, Mawhati MLA Charles Marngar, Umsning MLA Dr. Celestine Lyngdoh, C&RD Secretary C.B. Sadhu, and other senior officials.

    The new complex features e-service counters, training and conference halls, a showroom for Self-Help Group (SHG) products, and solar power infrastructure. It is expected to benefit over 1.3 lakh people, enhancing access to essential government services in the block.

    Later in the afternoon, the Umling C&RD Block Complex was inaugurated by Rani Maring, a renowned musician and traditional instrument maker. The event was also attended by Chief Minister Conrad K Sangma, Jirang MLA Sosthenes Sohtun, C&RD officials, and members of the local community.

    Originally proposed in 1980, the Umling Block project was completed after 45 years. The new 2,050 square metre facility, built at a cost of Rs 5 crore, includes a citizen facilitation centre, integrated offices for various departments, and upgraded infrastructure for 82 staff members. It will serve 224 villages in the block.

    Addressing both gatherings, the Chief Minister reaffirmed the government’s commitment to bringing administration closer to the people. He said, “Over Rs 2,500 crore has been sanctioned over the past seven years to improve infrastructure in government offices, schools, and hospitals across Meghalaya.” Emphasising the role of block offices, he added, “These may often be overlooked, but they are critical for effective governance and service delivery. Every long journey starts with a first step. If we don’t begin, we will never reach our destination.”

    He also announced ongoing digital and policy reforms to decentralise services to the block level. Under these reforms, most applications, certificates, and welfare services will soon be made available directly at block offices, reducing the need for travel to district headquarters. Improved grassroots infrastructure, he said, is essential to achieving the goal of making Meghalaya a US $10 billion economy by 2028. Projects such as the expansion of Umroi Airport and the Rs 25,000 crore Shillong–Guwahati expressway are integral to this vision, with Ri-Bhoi expected to play a central role.

    Speaking at both venues, C&RD Minister A.T. Mondal shared that Rs 180 crore has already been invested to upgrade 46 block offices across the state. He stressed that better facilities would result in faster and more efficient public services.

    Jirang MLA Sosthenes Sohtun expressed gratitude to the government for fulfilling a long-pending demand and encouraged officials to make full use of the improved infrastructure. Umroi MLA Damanbhaï Lamare and other legislators appreciated the government’s continued efforts to strengthen rural administration.

    The inauguration of these two block complexes marks a major milestone in the State’s drive to deliver citizen-centric governance, with improved access to schemes, documentation, and essential services at the grassroots level.
