BJP MDC demands action against misappropriation of GHADC funds

BJP Tura MDC Bernard N Marak has requested the chief minister Conrad K Sangma to convene an emergency meeting to discuss the alleged gross misutilisation and misappropriaton of developmental funds meant for the people, which is in violations of the Garo Accord.
“…you are kindly requested to convene an emergency meeting so that we can reveal the anomalies in the Council and proper action can be taken against the contractors who brought bad name to the esteemed institution (GHADC) and grossly violated the Para 7.6 of the Accord,” Marak said in his letter to Sangma on Sunday.
Marak has alleged that there is a lack of accountability and proper auditing of funds sanctioned by the Centre, including a special package of Rs 100.71 crore sanctioned in 2014.
He also alleged that contractors affiliated with the Chief Minister’s party have benefited from these funds, with some projects being duplicated or misused.
Quoting the Accord, Marak stated, “Para 7.6 states that there is need for strict adherence to established norms of financial management in the Council administration and all concerned should maintain the highest standards of probity to prevent misutilisation / misappropriation of developmental funds meant for the people. An effective system of auditing of development projects will be evolved and implemented with the participation, where necessary, of institutions like NABARD etc. Such Audit reports along with the Action Taken Report (ATR) from the Council shall be placed before the Governor and Legislature within a reasonable time.”
He however said the present crisis rose due to non accountability and no proper auditing of the funds sanctioned by the Centre as part of the commitment made to the Garo people, starting from a special package 100.71 crore which was sanctioned after signing of the Accord in 2014.
“Most of the contractors are from your party and some of these projects were duplicated by the State Project namely the Tribals Research Centre sanctioned through the Ministry of Tribal Affairs was built over the Council Museum in Council Land at Chidekgre,” Marak said while claiming that these are just tip of the ice berg of mass misutilisation and misappropriation of Centre funds meant for the people of Garo Hills.
