Assam CM invites investors to electronics sector at Delhi round table

“Assam is central to the Northeast region and is strategically located surrounded by Bhutan and Bangladesh. The state is also central to India’s Act East Policy”.
This statement was made by Assam Chief Minister Himanta Biswa Sarma on Monday at the inaugural session of the ‘Assam Electronics Round Table 2025: Focused strategy, ready infrastructure, invest in Assam’ at Taj Palace Hotel in the national capital.
Sarma said that Assam’s economy is robust and vibrant and that the GDP is growing continuously in the region of 13-15 perc ent in the last 10 years, barring the Covid period.
Sarma said Guwahati and other parts of the state have the right infrastructure in place coupled with congenial atmosphere and skilled manpower for the electronics industry to invest in the state.
The Chief Minister said the state attracted Rs.5.30 lakh crore proposals during Investors’ Summit 2.0 and more proposals are coming post Summit. “There have been lot of interests since Investors’ Summit 2.0 and we are getting more proposals following the Summit,” he said.
Sarma pointed out that 11 five star hotels will come up in the State with the Assam Cabinet clearing the proposals and a state-of-the-art terminal will be opened at the Lokapriya Gopinath Bordoloi International Airport in Guwahati. The Chief Minister said that three satellite townships will come up, including the Jagiroad Integrated Satellite Township near the Tata Greenfield OSAT facility.
The Chief Minister said that compared to Semiconductor Fabrication Facility (Fab) in Gujarat, the OSAT in Jagiroad, Assam is way ahead as ‘it is in advanced stage with production of 48 million chips daily expected this year’. “There is no problem in implementation; all issues have been resolved with the Chief Secretary making regular visits to the OSAT plant after every 15 days to oversee the progress,” he added.
Sarma said as the electronics sector will require skilled manpower, the State is sending youths to Bengaluru for necessary training and also create a pool of skilled manpower through the National Institute of Electronics and Information Technology (NIELIT) campus and Assam Skill University funded by the Asian Development Bank for Rs.1,000 crore.
The Chief Minister said apart from land free of cost, 60% percent incentive amount over and above extended by the Government of India, and a 100 per cent GST reimbursements to industries on the sale of their finished products, those willing to set up industries will get a slew of incentives under the Central, Assam Electronics Policies, Assam State Industrial Policy, and UNNATI Policy of Central government. He assured that the state government will customise its policy and modify and also tweak it, if required, to suit the needs of a specific industry.
“Besides industrial infrastructure, social infrastructure would also come up near the Tata’s OSAT facility,” Dr. Sarma said. The Chief Minister said Rs, 25,000 crore have been kept aside for Production Linked Incentives (PLIs) and under Top-up Scheme.
Urging the investors to come to Assam and visit the OSAT facility in Jagiroad, the Chief Minister said that the government would offer a host of incentives to them to set up electronic units in the state.
In his address, Assam Minister for Industries, Commerce and Public Enterprises, Bimal Borah said Assam is equipped with the policies to receive investors with open arms and appealed to them to come and invest in the electronics and other sectors to reap the benefits.
Chief Secretary Ravi Kota gave an overview of the Assam Electronics Components Manufacturing Policy and Top up Scheme 2025. He said the government has offered 200 per cent plus incentives to investors under various schemes and policies; 100 percent land free of cost and skilled workforce.
He said Rs.1.5 lakh crore out of the Rs.5.30 lakh crore worth investment proposals submitted during the Investors’ Summit 2.0 has been grounded while the rest are being finalised.
Commissioner and Secretary, Department of Housing and Urban Affairs, Assam, Kavitha Padmanabhan gave a detailed presentation on the upcoming Jagiroad Integrated Satellite Township near the Tata OSAT facility spread over a sprawling 216 acres. Padmanabhan said the township with all amenities, including entertainment zone, sports facility and golf course, will house 1,80,000 to 2,00,000 population with expansion plan estimated to cost Rs.4,000 crore.
Joint Secretary, Ministry of Electronics and Information Technology (MeitY), Sushil Pal gave an overview of electronics component manufacturing scheme while Vice President, Invest India, Vinod Subramanian conducted the open house discussion with industry leaders and stakeholders.
Purushothaman Lingam from Tata Electronics gave a presentation on upcoming Tata Semiconductor Assembly and Test Facility in Assam.
Companies like Jabil, Deki Electronics Ltd., CP Plus, Kaynes Group, NXP, VVDN, Bergen Associates Pvt.Ltd., Boats, Ramakrishna Electronic Components, SAEL, Elcina and others participated in the discussion.
Later, in a one-on-one interaction with leading journalists from the print and electronic media, Chief Minister Sarma said, “Assam is emerging as the next big growth story of India, displaying a robust average GSDP growth rate of 13 to 15 per cent.”
“The Assam government has identified key areas of transformation to achieve inclusive growth through the State’s development plan. Some of the goals are ensuring good health and wellbeing of all, providing quality education, access to affordable and clean energy, inclusive and sustainable industrialisation, decent economic growth and sustainable cities and towns,” the Chief Minister said, adding, “I firmly believe that industry plays a central role in realising each of these goals. The geographical location of Assam stands itself as the most favourable location to focus on the implementation of India’s Act East Policy. Northeast region has the advantage to grab the opportunity of the growing ASEAN market and facilitate an environment for investment and industrialisation in the region.”
Stating the region’s advantageous geographical position, vast land, rich natural and mineral resources, agro-climatic conditions as immense potential for growth and development, Sarma said, “We are embarking on a strategic journey to attract significant investments in the domains of electronics and semiconductor manufacturing. By offering tailored incentives, streamlined regulatory frameworks, and a commitment to infrastructure development, Assam aims to emerge as a preferred destination for cutting-edge electronics manufacturing and semiconductor activities.”
He said the Assam Electronics (Semiconductor etc.) Policy 2023 not only aims to attract external investments but it also holds tremendous promise for the skilled Assamese workforce that has excelled across various industries in the country and abroad.
The Chief Minister urged industry leaders to come forward and explore the diverse opportunities offered by Assam. “I look forward to work with you for transforming the economic landscape of Assam,” he quipped.
