    The Ministry of Tribal Affairs has launched the Aadi Karmayogi Abhiyan across India, a nationwide mission aimed at creating two million grassroots functionaries and village-level change leaders to strengthen governance and service delivery in tribal communities. The initiative, a step toward achieving the vision of Viksit Bharat 2047, was marked in Assam today with the inauguration of a four-day State Process Lab (SPL) in Guwahati.

    The SPL, covering 11 districts including Baksa, Dibrugarh, Jorhat, Lakhimpur, Sonitpur, West Karbi Anglong, Biswanath, Dima Hasao, Majuli, Karbi Anglong and Tamulpur, will train District Master Trainers (DMTs) to lead the mission at the grassroots level. Approximately 80 participants are taking part in the Guwahati sessions, which are organised into two batches for Assam-I and Assam-II.

    Speaking on the occasion, Vibhu Nayar, Secretary, Ministry of Tribal Affairs, joined the event virtually and described the programme as a historic opportunity to create a new paradigm of responsive tribal governance. He urged young officers to recognise their responsibility to serve the last mile. Dr. Ravi Kota, Chief Secretary of Assam and chief guest at the event, stressed the importance of convergence among government schemes and the need to nurture locally prevalent skills in tribal villages. He assured full institutional support from the state to strengthen the training of master trainers.

    The sessions were also addressed by L. Sweety Changsan, Additional Chief Secretary, Tribal Welfare Department, and Sushma Hazarika, Additional Secretary, Department of Tribal Affairs (Plain), who welcomed the participants.

    The Aadi Karmayogi Abhiyan is aligned with national programmes such as PM-JANMAN and DAJGUA, and seeks to promote responsive governance through bottom-up visioning, real-time grievance redressal and community-driven implementation. The capacity-building framework follows a cascading model in which Regional Process Labs train State Master Trainers, who then lead State Process Labs to prepare District Master Trainers.

    The mission is being facilitated across India by the Bharat Rural Livelihoods Foundation, an autonomous body under the Ministry of Rural Development, with support from civil society organisations to ensure local contextualization. Seven Regional Process Labs are scheduled between July and August 2025.

    Officials said the Abhiyan represents more than a capacity-building exercise, describing it as a whole-of-nation movement to reimagine governance with dignity, timeliness and purpose, and to align the aspirations of tribal youth with responsive institutions.
