AMUL plant, food subsidies, and ICT pay raise: Assam Cabinet rolls out bold welfare and investment push

The Assam Cabinet on Friday cleared a series of impactful measures aimed at boosting agriculture, public welfare, industry, and education. From a large-scale AMUL dairy plant to subsidised essentials and a long-awaited pay hike for ICT instructors, the decisions reflect a multi-sector strategy to uplift livelihoods and stimulate growth.
A landmark decision saw the Cabinet approve the lease of 20 bighas at the Institute of Farm Management Campus in Rani to AMUL. The dairy cooperative will establish a modern milk processing facility capable of handling 1 lakh litres per day. Estimated to cost Rs 75 crore—potentially scaling to Rs 150 crore—the project is set to benefit around 20,000 dairy farmers and boost rural employment. The initiative stems from an MoU signed at the Advantage Assam 2.0 summit.
In a move to ease the cost of living for economically weaker sections, the government will distribute subsidised masur dal, sugar, and salt to NFSA (National Food Security Act) beneficiaries. The scheme begins October 1 in select districts and will expand statewide by November 2025.
Each item will be sold individually, giving families flexibility and access to affordable nutrition.
To drive industrial development, the Cabinet approved two major private investment proposals under the Industrial and Investment Promotion Act. With a combined investment of Rs 457.98 crore, these projects are expected to create around 1,000 new jobs—strengthening Assam’s position as an emerging investment hub.
In a major welfare move, the Cabinet increased the monthly honorarium for 1,313 part-time ICT instructors under the Dr. Banikanta Kakati Computer Literacy Programme to Rs 20,000, effective from October 2025. Additional decisions include:
